How does the state go about proving whether one is or is not gay or lezbo? So, the thing to do is claim you are, and grab the benefit. Who is to prove it one way or the other.

They win either way. They get extra points in contract bidding, or that demographic(s) get a boost acceptance wise if people are willing to immitate them for the sake of the contract benefit
