Audits should emphasize employers who are themselves either here legally, or naturalized citizens. Especially where illegals speak languages other than English, the people who hire them must speak the language of the country they come from and this is going to be easiest for employers who are either here legally or naturalized citizens.
The penalty for anyone who is either a naturalized citizen or here legally who hires an illegal should be deportation and loss of citizenship if they are naturalized.
