An L.A. City Council committee has approved a plan to allow library cards to be used as a form of ID for undocumented immigrants in the city.
The cards would allow undocumented immigrants to open bank accounts and access city services. The cards could also be used as a debit card.
Mayor Antonio Villaraigosa said the cards would not be a replacement for a California driver's license or identification card.
