And why hasn't it been presented? That's rhetorical; The reason is he doesn't want to scare away corporate donors and latino voters who align themselves with the regional government/pro mexico movement.
He's a typical RINO I'm afraid. The only enforcement he likes is that which doesn't get big exposure. Sounds like that flea-bitten turd we have in the whitehouse right now
