At the same time they are both victim and culpable.
What to get rid of illegals such as those arrested in the operation? Send their employers to jail for ALL their illegal acts, from labor violations to illegal hiring practices. Otherwise it will be just another case of a roundup of dozens of illegals which immigration judges will quietly not deport, and there will be a thousand illegals lined up to take their place at the club or meat packing plant or whatever.
