Apparently, this is the reason for teaching bagpipe rather than funding the medical school:

Our piping and drumming classes reflect the diversity of the UCR and the Pipe Band; proudly multi-ethnic, multi-gender, and multi-aged,”

About the school of medicine:

The proposed school has been promoted as a way to remedy the physician shortage in the Inland area and to also serve as an economic engine for the region. It was scheduled to admit its first class this fall, but in July 2011, the accreditation board denied UCR’s application. The denial was primarily a result of the state’s failure to commit to ongoing funding for the school of $15 million per year...

...Olds said it was clear that, with the state unwilling to invest in the school, the money to run it would have to be found elsewhere and that most of it would have to be from local sources... http://www.pe.com/local-news/riverside-county/riverside/riverside-headlines-index/20120930-riverside-ucr-officials-anxiously-await-med-school-ruling.ece
