Vivianne Chaumont, Nebraska's Medicaid director, said Tuesday a law passed last year that bars illegal immigrants from getting public benefits would have to be changed to allow prenatal care to continue for about 1,000 illegal immigrants.
Some lawmakers disagree because the intent of the new program would be to help the unborn, who will be legal U.S. citizens.
The issue of prenatal care emerged when federal officials told the state in December that it was breaking federal rules by allowing the unborn to qualify for Medicaid.

That's ridiculous. When you are born, this happens at a particular time and place. When you are "unborn", that is still a fetus or embryo, you could be anywhere. How could anyone qualify a fetus or embryo as being the citizen on any country? If anything, the fetus or embryo is a citizen where the mother is a citizen and no other place, even after birth.

Man, its getting pretty deep in here isn't it? The cow droppings, I mean.

Think of how weird this could get. If the argument fails to hold up, that a fetus or embryo is a US citizens just because its illegal mother is squatting in the US, then would the argument then shift to the place of conception?

This could be a critical point in the whole anchor baby perversion of birthright citizenship. If this kind of reasoning has any wide circulation, it could provide some serious leverage against anchor baby citizenship.
