Governor Brown Signs Compact Allowing Indian Tribe Tobacco Sales At 18

I guess I shouldn't be surprised, but what I don't know is whether Brown WANTED to give the tribe a leg up on Tobacco sales in state, or whether he just plain didn't think about it. He just signed a bill raising the age for tobacco purchases to 21, and then turns around and signs a compact with an Indian tribe that allows them to sell to 18 year old's.
