You have to be a "dangerous criminal alien". Not just an illegal immigrant since an illegal immigrant is already a criminal. But the price of softening the criminality means that they have to be dangerous too and not all criminals are dangerous.
So, if you are a car thief illegal immigrant, the ICE puts you way down the list. And what is like to move stolen cars accross US borders? Hard? Effortless?
