 First they jam this bogus cap and trade down the throats of struggling Californians, next they exempt the auction of the credits from the open meetings act, and now they want to let mexico, a foreign country, in on the deal. Absolutely outrageous. There is no good that could possibly come from trading carbon credits with a country as corrupt as Mexico. As bad as the cap and trade scheme will be to verify and authenticate here, it will get zero openess on the other side of the border. And since when does a state get to negotiate trade agreements with a country? That's a job for congress, although they are getting just as bad
