Public school adminsitrators with a certain skin color do not get to grant free speech rights to students with their own skin color and to impose a gag rule on students with a different skin color. This is elementary under the 1st Am., 14th am., Brown vs. Bd of Education, Civil Rights Act of 1964, and case law.
