She's deliberately hiding it. Sort of a longer version of what Meg Whitman did until about a month or two ago. I'd be willing to bet that, when push comes to shove, she'll come out in favor of some manner of a dressed up amnesty. If she was a strictly enforcement type, she'd have stated it by now.
