When asked why an officer might operate an aircraft in the area where the accident occurred,
Sergeant Cannon related that the area is known for illegal immigration activities, and that it
would be normal to check the area for signs of illegal activity or for potential victims at risk from
exposure. He related that victims who were unprepared for the trip have previously been found
dead and near-dead in the area, and that at one time he had discovered 11 dead persons in the
area.
