This is a very practical concern that deserves some serious attention. So far the model of getting rid of illegal immigrants relies strictly on "self deportation". At the same time border enforcement is emphasized. The problem is that border enforcement must include policing traffic both ways. In other words, crossing an unofficial border out of the US is also against the law and if you are caught, then you are liable to prosecution and should be prosecuted.

There is no other solution to illegal immigration except border enforcement both ways accross the border and strict and aggressive policing against the simple presence of illegal immigrants.

So what do we do with them once we catch them? The first thing we should do is prosecute them for the crime of being here illegally. The next thing we do is throw them out. This is bound to be the most expensive part. You can't just turn them loose and tell them to go away, because they have to cross out of the US border legally to do it. There is also the risk that they might not actually leave. so, somehow, they are going to have to be shipped out. Actually, illegal Mexicans and Canadians are going to be the easiest part. They are right accross the border. Anybody else, like Africans, Asians, Europeans and the rest are going to be tough. Once illegals see that we are being serious, they may "discover" the resources to leave on their own, in which we can negotiate prosecution based on evidence of their intention to leave and supervise their exits by watching actual travel out of the country.

But for the rest, some kind of transportation is going to be necesssary and we need to confront the possibilities and the expenses involved.

I've said for many, many years now that Mexico's goal was to impact our judicial system to the point of breaking when dealing with Mexicans here illegally. That country is not the only one that would like to see that happen, and why not when we see all the remittances being sent back not only to Mexico but many other countries. That's where the UN steps in and starts dictating what the US can and can not do.

Our immigration problems are not just our southern and northern borders, we have a border that is 360 degrees abound this country and that should also include Alaska and Hawaii because from those destinations no one checks for visas. Our interior is where we need to do some real cleaning also. But this won't happen until this whole attitude of "they are just hard working people that want to have a better life" is turned around.

The cost and impact of this invasion and over liberal visa system is just starting to become apparent. But there is a breaking point where either we won't be able to financially defend ourselves or physically defend ourselves. Remember, many, if not most, of those Mexicans will fight (physically) against the US in favor of Mexico or in some cases and other country that is against the US. That's the big problem, they not only are not loyal, they actually hate the US. And we have no one to blame for this but ourselves and ignoring the many years of Chicano Studies/MECha in our schools.

The largest effort this country can to is to start requiring E-Verify in EVERY STATE AND EVERY CITY. By that I mean every person who in either now working or applies for work is required to prove they are legally eligible to work, and to cut back by at least 75% all entitlements and require that the remaining receiving them prove they are legally in the country and not on a visa.

We need to do some very deep changes to our system and that's not going to happen with the far left in charge.

I have thought about the far left and the far right. I have decided that the far part is the problem.

I have a similar conclusion. If you take either one far enough, they start sounding exactly alike and if you look close enough, you realize they sound alike everywhere. The "left" and the "right" are basically the same people, Tweedledum and Tweedledee, and they are the only ones who can tell each other apart. Or care.

It's the "two party system".

Rimo, that's so true, but right now we have a far left administration and we're seeing the results. If it were the far right we'd have other problems I'd be very unhappy with as well. Extremes tend to do that.

Mexican Nationals only have to return to Arizona where they can hop a plane back to Mexico. In Mexico there are provisions to disperse the returnees to various pueblos free and without recriminations at all.

This program endures 80 days and terminates on the 28th of September, 2011. Returnees must find their own way back to Arizona and apply for repatriation.

Enclosed is a "Notice" that explains the circumstances and gives a contact for reservaions - AGAIN - without tricks or recriminations. That sounds good, but when we say without recrimination, do we mean they are not documented as being in the country illegally? Because otherwise, what is to prevent them from coming in again illegally? This should be run as an amnesty, where the criminal behavior is documented, but criminal charges are waived on the condition of leaving the country, never to come back and to be excluded from any further consideration of legal entry or citizenship.

What is the meaning of "William E. Tibbe, Operations Manager"?

Thanks for your interest.

Only Mexican Nationals who do not have a criminal record are eligible.

Naturally we know that they steal identities and carry multiple counterfeit documents.

The part about no recriminations means that there are no tricks. Some LEO's advertise prize winners to lure culprits in who have the cuffs slapped on them. This programs isn't intended for such chicanery. It is straight up. Lamentably many Mexicans and OTM's will try to game the system, and most probably enjoy a free ride home only to return soon.

ICE, CBO, Homeland Security will surely ID the travellers for future reference.

Unfortunately Immigration and Customs laws are not being enforced so we can deal with what is available.


William E. Tibbe, Operations Manager is the main POC for Citizens Civil Defense, a collaboration with the FBI for Infrastructure protection. CCD estimats that there are possibly 600,000 network partners.

This is not right. I should have said, "... but criminal charges are not prosecuted on the condition of leaving the country, ..."

Repatriation Flights of Undocumented Immigrants Expected to Cost U.S. More than $9M in 2011
With cooperation from the Mexican government, the voluntary repatriation of undocumented immigrants in the U.S. by bus and plane has resumed.
For undocumented immigrants caught at the border, the program flies them to Mexico City, on a voluntary basis. The location was chosen because it is about 1,000 miles from the border and reduces the chance that one of the migrants with attempt to sneak back over the border again, said Vincent Picard, a spokesman for U.S. Immigration and Customs Enforcement (ICE) based in Phoenix.
Once in Mexico City they are given bus tickers to return to their hometown.
“It breaks the link between the smuggled alien and the criminal smuggling organization that marches aliens through the desert, risking their lives through the extreme temperatures that Arizona brings in the summertime,” Picard told The Arizona Republic.
This program will run until September 28th, with an expected cost $9 million to $11 million.
And though this happens with the cooperation of the Mexican government, the U.S. pays for the cost of the plane and bus tickets.
Last year, 23,384 undocumented border crossers were returned to Mexico at a cost of $14.8 million to the United States.

The United States has resumed an 8-year-old program that flies undocumented immigrants, caught at the border, to Mexico City during the hot summer months as part of an effort to stem illegal immigration, thwart smuggling organizations and prevent migrant deaths.
The voluntary program, operated by Immigration and Customs Enforcement, will run through Sept. 28 and is expected to cost $9 million to $11 million, said Vincent Picard, a spokesman for ICE based in Phoenix.
Under the program, undocumented immigrants from central and southern states in Mexico apprehended by the Border Patrol are given the opportunity to fly on a chartered flight from Tucson to Mexico City, where they are given bus tickets to return to their hometowns.
Ordinarily, undocumented immigrants from Mexico caught by the Border Patrol are simply returned to Mexico through ports along the border, where many simply reconnect with smugglers and attempt to cross illegally again.
Flying immigrants to Mexico City, more than 1,000 miles away, reduces the chance the migrant will try to sneak across the border again, Picard said.
"It breaks the link between the smuggled alien and the criminal smuggling organization that marches aliens through the desert, risking their lives through the extreme temperatures that Arizona brings in the summertime," Picard said.
From Oct. 1, 2010, through the end of June, 128 migrants have died in the Arizona desert, according to the website No More Deaths, a humanitarian group based in Tucson that tracks migrant deaths.
The repatriation program is run with the cooperation of the Mexican government.
But the U.S. pays for the cost of the flights and the bus tickets.
Mexican consular officials interview all migrants before they board the flights to make sure they are participating voluntarily, Picard said.
"Indeed, this program is one more example of how cooperation between our countries can lead to solutions to common problems," Salvador Beltran del Rio, commissioner of Mexico's National Migration Institute, said in a written statement.
The first flight left Tucson International Airport on Monday with 88 people aboard, Picard said.
Last year, the U.S. government returned 23,384illegal border crossers to Mexico under the program at a cost of $14.8 million, Picard said. Last year's program ran for 120 days and began on June 1, a month earlier than this year.
