A sick child can be inadmissible, a sick child can receive humanitarian parole to enter the United States - presumably to receive medical treatment. There are many grounds for inadmissibility (including having entered the US for the purpose of practicing polygamy). Having been deported for illegal presence is grounds for inadmissibility. It would be interesting to see why the grandparents are inadmissible.
