Read Napolitano's stimulus budget report below, which was forwarded on December 17, 2009. You can see that she allotted $1 BILLION to airport equipment and $650 MILLION to her new headquarters while only allotting $20 MILLION to ICE Immigration and Customs Enforcement.

* $100 million for Emergency Food and Shelter Program
* $150 million for transit and rail security grants
* $150 million for port security grants, no non-federal match required
* $210 million for Assistance to Firefighter (AFG) grants for firehouse construction; maximum grant is $15.0M
* $5 million expansion in authority for FEMA Community Disaster Loans
* Requires the establishment of an arbitration panel to resolve Katrina/Rita public assistance disputes
* Requires FEMA to accept additional applications for Katrina/Rita public assistance
* All non-federal matching requirements for SAFER grants waived for FY 2009-2010

This woman shouldn't be running a nursery school much less the Dept of Homeland Security. When asked questions she doesn't answer, only responds. I looked like that really frustrated the guys interviewing her.

Mission of the External Compliance Division, Office of Civil Rights and Liberties

To ensure that the civil rights and liberties of the traveling public are respected throughout screening processes, without compromising security. The Division ensures that Agency processes and procedures do not discriminate against the traveling public, and abide by the constitutional freedoms of the traveling public.

The External Compliance Division meets its mission by providing civil rights guidance and services to TSA program offices, including security offices, technology offices, and communications offices; and by reviewing TSA policies and procedures to ensure that the civil rights and liberties of the traveling public are taken into account.

Reporting Civil Rights and Civil Liberties Complaints

How can you report a civil rights or civil liberties complaint? There are a number of ways in which you can report a concern. You can pursue any of the following steps.

During travel: While you are still at the checkpoint, you can ask to speak with a supervisor about the incident. You can also ask to speak with the Customer Service Manager for the airport. Depending on the time of day during which you are traveling or the size of the airport, the Customer Service Manager may not be readily accessible to you at the airport.

After traveling: You may contact the External Compliance Division of TSA's Office of Civil Rights and Liberties to file a complaint.

What should be included in your complaint?

Your complaint should include a description of the incident. The description should include the date of the incident, the approximate time of the incident, the name of the airline carrier on which you were flying, and the name of the airport. The complaint should also explain what happened. The explanation should include why you feel the incident constituted a civil rights or civil liberties violation and why you feel you were treated differently, or discriminated against by this incident.

What is a civil rights or civil liberties complaint?

Civil Rights - include the Constitutional rights to due process, and equal treatment under the law.

Civil Liberties - include the Constitutional freedoms of speech, religion, and assembly.

What is discrimination?

Discrimination - includes treating someone differently or less favorably because of a person's race, national origin, age, religion, gender, disability, or sexual orientation, as compared to someone else under similar circumstances.

What will happen with your complaint?

* A Specialist will be assigned to handle your complaint.
* The Specialist's responsibility is to attempt to resolve your concern.
The Specialist may conduct a fact-finding investigation into the alleged discriminatory act or incident.

* If a fact-finding investigation is conducted, the Office of Civil Rights and Liberties will review the available facts and will make findings as to whether or not the incident or act complained of constituted unlawful discrimination, harassment, or retaliation.

* The Office of Civil Rights and Liberties may also recommend measures be put in place, such as conducting additional training, to resolve the concern.

The Office of Civil Rights and Liberties will process external complaints filed up to 180 days after the date of the alleged discriminatory act or incident. However, the ability to conduct a successful fact-finding investigation is greatly limited when an extended period of time has passed between the date of the alleged discriminatory act or incident and the date of receipt of the complaint.

This is pretty much what I said elsewhere. If we cannot or will not change and scrap the PCBS that is strangling us, we cannot win against these muslim terrorists. They are like Anateus, the more you knock them down the stronger they get. They hold ALL the cards, the race card, the religion card. They have the deck. We don't have so much as a joker.

I am afraid, and I have a serious fear in this regard, that hundreds, thousands perhaps tens of thousands of people will be dead before we burn the deck and all the cards. Maybe not even then. Maybe the committment to "civil rights" is such that we will be content to suffer genocide rather than give up the ideals that are now beating us up.

Kathy you make a very good point here. We seem to be in a lose/lose situation.

I would suggest that the controversy could be resolved, as most can, by a return to the Constitution. In this case, the Preamble

We the People of the United States, in order to form a more perfect union,
establish Justice, insure domestic Tranquility,
provide for the common defense, promote the general Welfare,
and secure the blessings of Liberty to ourselves and our posterity
do ordain and establish this Constitution for the United States of America.


I see the words, Secure the blessings of Liberty to ourselves and our posterity....

I don't see the world there, or people here illegally, or terrorists. I see "our posterity". That means Americans. The liberty of Americans belongs ONLY to Americans. It is ours and we should not share. Just like the liberty of Greeks belongs to Greeks and no one else. The liberty of Italians is not given to the Swedes.

If we could institute that instead of civil rights, most of these problems would disappear. You want civil rights, be an American. Not a nigerian, or a yemeni, or an iranian, or a mexican. You want the civil rights of a nigerian, yemeni, iranian and mexican, go there. That's where your civil rights are. Not here.

I have long since divested myself of the useless trappings of universal civil rights.

It will pay for all of us to be very vigilant. There are more out there who have come across our open borders then could be believed. More will come and bring destruction. mr. o, doesn't have to worry, he has all of those secret service men.

ICE: A Federal Leader in Combating Terrorism

As the second largest federal contributor to the nationwide network of Joint Terrorism Task Forces (JTTFs), U.S. Immigration and Customs Enforcement (ICE) plays a critical role in protecting the country against the threat of terrorism. With agents assigned to counter-terrorism investigations across the United States and around the world, ICE lends its expertise in enforcing immigration and customs laws to the over 100 JTTFs to investigate, detect, interdict, prosecute and remove terrorists and to dismantle terrorist organizations.

The failed bombing attempt on Northwest Airlines Flight 253 flying into Detroit on Christmas Day is a stark reminder that the terrorism threat is ever present. ICE, along with the entirety of the Department of Homeland Security (DHS), stands at the ready to respond to this threat. ICE agents assigned to the Detroit JTTF were quickly on the scene to provide support to the investigation and response effort.

"When we got the word that there was a potential terrorist attack on Flight 253, our team sprang into action," said John P. Woods, deputy assistant director of ICE's National Security Investigations Division. "We immediately provided investigative support, including Arabic language translation, travel document review capabilities and other law enforcement expertise. Thanks to our history of working together with other agencies on the JTTF, everyone knew their role when it came time to respond to this critical incident."

A few facts about ICE's role on JTTFs:

* Virtually every foreign terrorism investigation has a relationship to ICE's authorities for investigating cross-border crime. Foreign terrorists need to move money, weapons and people across international borders to conduct their operations, and ICE holds a unique set of law enforcement tools for disrupting these illicit activities.

* Our federal partners on JTTFs depend on ICE's authorities for enforcing immigration and customs laws in counter-terrorism investigations, because these prosecutions disrupt terror plots while protecting investigative techniques.

* An ICE representative serves in the second most senior position in the National JTTF and is the highest ranking DHS official in the JTTF organization.

An administration that after the latest attempt said the system worked.
