Actually, this makes sense. Unbelievable! The 9th (the 9th Circuit is notoriously liberal) actually got one right.
It's a time, place and manner restriction. Those have commonly been accepted restrictions on free speech. The NDLON must be apoplectic over this one.

It stands for the National Day labor organization Network. I'm surprised at this ruling, but not shocked. In any case, round 'em up, and get 'em off the streets.
