This is something like the recent court decision which which can be interpreted to qualify the whole female population of Guatemala for asylum entry into the US due to the high murder rate of women there.
The decision doesn't take into account that the murder rate of Guatemalan men is much higher than the murder rate of Guatemalan women. So... fill in the blanks, connect the dots. It's been a month or three since this came out, and I'm not going to look it up now. However, it was in a number of So Cal papers if one wants to see for one's self.
