There was a lawsuit in central California that attacked election results because they did not produce enough "hispanic" winners. Accordingly, the process was re-tooled to arrange for more people of a certain skin color to be elected.

I emailed the reporter who wrote the story and said, in effect, isn't it strange that that racial discrimination is prohibited in schools, but required in school board elections?

He said yes it did seem inconsistent, but it was not the same thing or some double-talk that was essentially incomprehensible.
