One of the countries that use such birthing tours extensively is South Korea. South Korean women will beg borrow and steal to get here on a birthing tour to have an American born child.
They do it because we allow it and they do it because the Korean constitution has mandatory military service for all Korean born citizens. With an American birth certificate that child can opt out of military service. A practice that could well cripple South Korea's ability to defend itself. Not only that, but with a deadly enemy next door, South Koreans believe that an American child will help them get out of a country at war with its neighbor. We aren't helping other countries by allowing citizenship to be bestowed on their children. |

From a completely utilitarian viewpoint of a parent (which I am not), it's hard to imagine many gifts of greater value to bestow upon your child than U.S. citizenship.
From the viewpoint of a taxpaying American who actually belongs here, this is an unfolding nightmare. |

Maybe that's one of the things that has gone wrong with US citizenship, that it has become a gift to be given rather than something to be practiced. The whole idea of citizenship as the standard of basic existence in a modern representative governed society has been eroded away by a kind of weird feudalism.
