States that are on the US border, and especially states like Hawaii whose entire border is a US border, have legal obligations as member states to police their borders. The basic responsibility of the federal government in policing our borders is based on military security, trade agreements, immigration and issues of similar national priority. But the states have borders with other states which they police and so the first level of enforcement of state borders falls on the state, even where the border is not just with another state, but another country.
