While we're guessing, lets guess that a large number of Border Patrol officers are hired because they understand the culture, the language, and have a very good idea who is probably illegal and who is not.
So, we have a deviant who got hired on with the Border Patrol and, whether he does the job he was hired to do or not when in uniform, attempts to take criminal advantage of people who might not talk out of fear of deportation or other trouble.
How much different is that than the Highway Patrolman on the I-15 desert corridor who pulled over attractive women driving alone with a proposition to "forget" about writing a hefty ticket in exchange for various sex acts performed on himself?
Oh, the Highway Patrolman was on duty.

And that Highway Patrolman probably didn't speak a word of Spanish.
