This sounds great, but as long as they are not policing to enforce against illegal immigration alone, there is very little to be encouraged about. The last I heard of this program, it was only available for prisons to investigate whether prisoners who were caught for some other crime were an illegal. What they should be doing is policing against illegal immigration as a crime by itself and making prisoners out of illegal immigrants for the sole reason of illegal immigration.
If the police pull somebody over and they can't speak English, the police should assume that the person driving is an illegal immigrant until the driver can prove otherwise. Of course, just because the person can speak English, does not mean they are not an illegal immigrant.
