ACLU/SC to Sue Veterans Administration
for Denying Free Speech Rights to Veteran
LOS ANGELES, Calif. — The ACLU of Southern California will announce a free-speech lawsuit on behalf of a 67-year-old Army veteran who has been protesting land-use policies by the Veterans Administration at the VA facility in west Los Angeles for more than a year. Although the U.S. Attorney’s Office last year dismissed five citations against Robert Rosebrock for displaying the U.S. flag upside down, VA police recently resumed their campaign of selective enforcement against him depending on how he displays the flag during his protests.
