In case someone thinks they can anonymously be offensive, threatening, harass legislators beyond organized mass protest calls by many people that flood and crash their network, or can carve a bigger footprint on a subject by blocking caller ID and calling a bazillion times:
They have software and / or permissions that negate caller ID.
I believe they know how many times you have called in on a particular phone on a particular subject on any particular day, and if you get quite rowdy I believe there are federal legal remedies, I don't think it matters how many different names or zip codes you give them - you are probably not completely anonymous.
