The lame duck Democratic majority in the House is going to try to jam this down our throats while so many of them are out in less than a month and have no accountability. They're debating it now. Harry Reid apparently got nervous when he found out Senator Snowe from Maine was going to vote No and decided to hold off on the Senate vote until after the House vote.
