To reduce the welfare rolls, the Los Angeles County Board of Supervisors approves paying $100 [$1,441.19 USD 2009] to illegal immigrants to move back to Mexico. Families were to receive $10 a month for 10 months either through the Mexican government or the U.S. consul, The Times said.

That was 1941.
They pay a lot more than $1500.00 to come here now, as well as running the risk of rape; being kidnapped and held for ransom by rival smuggling gangs - and maybe getting caught in cross fire as it happens; accosted by drug gangs in Northern Mexico and presented the choice of being drug mules or dying on the spot; being abandoned to die in the desert; and much, much more.
LA county is a much different place now than then.
Unemployment comes to a maximum of about $1840 a month under one name; employment under another name contributes more; welfare for the children; Medi Cal for everyone; endless programs for distributing freebies to the "underprivileged" both government and private. And they often don't even have to ask for it, it gets shoveled over to them.
Do you honestly believe anyone would really want to return to Latin America for a measly $1500.00?
If illegal immigration is ever going to be fixed, there has to be an attitudinal tune up in Congress, a president elected who has the will to uphold and enforce the law as he's sworn to do, punishment of employers for hiring illegals, punishment of those who abet illegals including civil servants and "advocate" organizations of all types; a shake up of the immigration court system, a mandate for ICE to do it's job, and investigative involvement with the IRS and SSA.
As well as getting rid of taxpayer funded, racially divisive "educational" programs such as "ethnic studies" and "educator" pushed ethnic nationalism from kindergarten up.
Otherwise, it's all empty talk.
