This is a guess on my part:
There is a large number of people from the Pacific to the Gulf who live on one side of the border and work or do business on a daily basis on the other side.
It is easy for them, and presumably their families as well, to legally walk across the border as they have done thousands of times before and make it a one way trip.
If they have American or dual citizenship or residency status it is perfectly legal.
