It kind of begs the question, "If the cartels seize local governments in Mexico, what will they do with them?" All their money is bound up in organized crime. If they become government, then what they do is no longer a crime and so they have no more basis for making money. The whole profit that motivates organized crime comes from the risk involved in breaking the law. That's it. If they become the law, then where is the risk?
