I don't see brakes on the left front wheel.

I don't know the costs, but by the time it is retrofitted with electric brakes, it might be cheaper...

Is it street legal?

It doesn't look like it's set up with brake lights or electric brakes (which you would certainly want with the draw bar set - up).

Certainly there are no running lights.
