CHP Airplane Crash Brings Information About Illegal Alien entries

From the National Transportation Safety Board:

This was from an investigation of the CHP airplane that crashed last year, killing the pilot, officer Benavides. the report included several photos and all types of other investagtory media, but this is relative to our agenda

Quote:

When asked why an officer might operate an aircraft in the area where the accident occurred,
Sergeant Cannon related that the area is known for illegal immigration activities, and that it
would be normal to check the area for signs of illegal activity or for potential victims at risk from
exposure. He related that victims who were unprepared for the trip have previously been found
dead and near-dead in the area, and that at one time he had discovered 11 dead persons in the
area.

Here are my questions:

Is this along a road or highway on which the Highway Patrol has a beat or is it in the desert quite a distance from a surface road, which is the general domain of other law enforcement agencies?

Was he authorized to conduct such a patrol?

Albeit just several times, I saw a uniformed CHP officer in his patrol car doing daily all day long laps around a residential block on which we were working. I suspect the officer was either checking to see if Sancho had made an incursion into his personal private life area of responsibility or himself moving in on an illicit relationship after the coast was verified to be clear.

Or maybe he had a personal beef against the neighbors and was out to "officially" screw with them.

However it was obvious that for whatever handy rationalization could be presented the officer wasn't out on the road doing his job due to personal reasons.
