Last night I posted an article which stated this idea is dead in the water.

I get it - pay another country to repatriate their criminals - what if their crimes are in fashion with the thinking of Atzlan? They could send secret squads/gangs up here, kill people, and we pay them to take them back.

I admit I'm not the smartest chip in the bag. You guys see things I could never imagine, but this is what my instinct says.
