Clara Cunnuciari. She is a 96 year old Italian American who is the You Tube celebrity chef sensation and author of the cook book Clara's Kitchen, Great Depression Cooking. Maybe you know her.<br />
<br />
I ordered her cookbook on line. It sells new for $33. Amazon.Com has them used and new from many vendors for as little and under $5.00. Mine was used and with shipping and handling it as $9 and change. Although used it was in mint condition, perfect. The book is small and hard back, less than 200 pages. It is a combination of her life and family, events during the depression and recipes.<br />

I'm dividing the components as follows:<br />

* Historical value. It is quite interesting to me to read the experiences of someone during the depression. I'm old enough that I experienced it too.<br />

* Immigration. Clara's mother and father, Sicilians, emigrated to the USA from Tunisia where they were living. Most of the family followed. How it was that they were all admitted is something of an enigma to me but .......................????<br />

* Cooking. Since I do all of my own cooking I am, naturally, interested in new and novel, as well as old traditional, ways. The book starts off with anecdotes and recipes that I can best describe as any thing but recipes. These are so basic and simple that they are better described as simply heating up and boiling stuff. This isn't cuisine. It is sub-stone age survival. Basic eggs, potatoes, pastas, bread, supplemented with home grown vegetables. NO meats, no poultry, no fish !!! This brings into question the nutritional values touted. She is 96 in good health and has her own teeth !!!! You'll be shocked beyond belief when you read what they ate in those days and survived on such as weeds - dandelion, burdock! And what they could not afford. But her post-depression recipes are much improved and her last - piece de resistance - is an elaborate, expensive extravaganza desert which is quite clever in the progression or evolution. <br />
<br />
Clara laments that people are hurting now and she feels a need to emphasize and offer advice to be frugal and survive. I agree.</div>

I've drafted an ordinance to combat the underground economy in sacramento county by directing it at the day laborers and their employers that congregate at day labor hiring sites and Home Depots. I'll be publishing the ordinance next week in this thread.<br />
<br />
This ordinace will not check citizenship, immigration status, or any other of the immigration related schemes that have been at the root of many previous failed ordinances in other cities. I've crafted this one around the underground economy and state laws rather than federal ones.<br />
<br />
The Sacramento County Board of Supervisors has allowed 15 minutes for me to make the presentation. At this meeting, they can only vote to pursue this or not, but it is not at the adoption stage, or even close. Honestly, I don't know how this will be received, Combatting underground economies should be a good sell these days, but because budgets are tight it may not fly at all. So I have to point out the revenue savings it will  provide, and the income it will bring. But it will begin with the propriety of doing business above board.</div>

Hispanic Gangs in Los Angeles County<br />

There are about 500 Sureño Hispanic gangs in Los Angeles County representing over 50 percent of the gang membership. All Los Angeles Hispanic gangs along with gangs in other Southern California cities are commonly referred to as South Siders and the 13 refers to this geographic identity. South Siders can be found in Bakersfield (N) to San Diego (S). <br />
One of the oldest Hispanic gangs in Los Angeles is called Dog Town Rifa, located in the William Mead housing projects that were built in 1942. The gang had actually been in that area since 1890 when it was a multi-racial group of Irish immigrants, Mexicans and other ethnic groups that lived in the Chinatown area north of downtown Los Angeles. <br />
<br />
Other old Hispanic barrios include Temple Street (1923), White Fence (1925) in Boyle Heights, 38th Street in South LA, Canta Ranas (1920s) in Santa Fe Springs, Canonga Park Alabama (1930s) &amp; San Fers in the Valley, Clanton (early 1920s), Florencia, El Hoyo Maravilla, Artersia (1940s), Hawaiian Gardens (1940s), Dog Patch (1940s), and Big Hazard (1940s).<br />
They are geographically dispersed throughout the county and city and not concentrated in one ghetto, like most black gangs in LA. They are found in significant numbers in the San Fernando Valley, San Gabriel Valley, the Beach communities, Long Beach, Compton and South Los Angeles. Tallahassee, FL – According to state records, Florida election officials have determined that there are as many as 180,000 non-residents who are registered to vote in their state, making it likely that massive voter fraud is taking place.<br />
<br />
The problem reportedly came to the attention of state election officials in early 2011 when the state’s DMV turned over a large data-set containing the population’s residency information. Upon sampling the data and running some preliminary checks, officials were soon able to narrow their estimate of illegally registered voters to 180,000. That is when the state reached out to the federal government to help sort out the mess.<br />
<br />
However, according to the office of Ken Detzner, Florida’s Secretary of State, the Obama administration has been ignoring their requests for access to Department of Homeland Security (DHS) databases that will allow them to quickly determine the citizenship status of those on the list and put the issue to rest.  As a result, the situation has now descended into a political fight with liberals charging Republican’s with attempted voter suppression.<br />
Frederica Wilson, a U.S. Congresswoman from Miami famous for her loud mouth and brightly colored cowboy hats, has said that any federal effort to assist Florida in verifying the citizenship status of the voters in question would set a dangerous precedent.<br />
<br />
“The Florida Republicans’ desire to use Department of Homeland Security information – which is for the purpose of thwarting terrorists and not to engage in yet another round of voter suppression – would set a dangerous precedent,” she said, “by not only taking away citizens’ constitutional right to vote but by giving state governments free rein to invade innocent Americans’ privacy.”<br />
<br />
But Republicans say they are simply requesting help from the federal government to prevent exactly that. Florida does have the means to check citizenship status, just not with the same level of confirmation as the federal government. In other words, their attempt to coordinate with the federal government is nothing more than an effort to ensure those they remove from the voter rolls really do not belong there. However, regardless of the Obama administration’s willingness to help or not, the state does have a process in place they will move forward with to remove illegally registered voters from the rolls.<br />
<br />
First, those who have initially been identified by the state as potential non-citizen voters will be contacted by mail and given 30 days to respond. If they do not respond within the given time frame, their names will be publicized in the paper so they or people they know may be alerted to the issue. They will then have 30 more days to respond, at which point they will be removed from the voter rolls if they fail to do so.<br />
<br />
The Florida election division has said they will proceed to clean the voter rolls with or without the help of the federal government.  Why the Obama administration is declining to ensure the registrations of legal citizens are not unintentionally revoked in the process is still a question left unanswered. The administration has not yet commented on their unwillingness to do so.<br />

SACRAMENTO — California's projected budget deficit has ballooned to $16 billion, much larger than the $9.2 billion estimated in January, Gov. Jerry Brown said, and he warned of more painful spending cuts.<br />
<br />
&quot;We will have to go much further, and make cuts far greater, than I asked for at the beginning of the year,&quot; Brown said in a video posted Saturday on YouTube. He plans to detail his revised spending plan in the Capitol on Monday.<br />
<br />
It's a significant setback for Brown, who began his return engagement in Sacramento by promising to get the budget back under control. Advocates expect the state's financial problems to take an even greater toll on welfare and healthcare for the poor; state workers are also bracing for cuts.<br />
California's financial situation worsened this year after the courts and the federal government blocked hundreds of millions of dollars in cuts to healthcare programs, and Democratic lawmakers refused to make reductions Brown wanted in March. In addition, taxes fell short of expectations, particularly in April, the most important month for income taxes.<br />
There's a $3.5-billion tax shortfall in the current fiscal year, according to the controller. The state also has spent $2.1 billion more than expected.<br />
Brown's video announcement did not specify what new cuts he will ask lawmakers to make. On Thursday he said his revised spending plan would fall between $85 billion and $90 billion, down from the $92.6-billion proposal he released in January.<br />
<br />
Anthony Wright, who advocates for affordable healthcare, predicted that Monday would be the &quot;anti-Christmas.&quot; College leaders are also concerned, and University of California officials say they may have to raise tuition at least 6% in the fall if they don't get more money.<br />
Lawmakers will spend the next month negotiating a final spending plan, which is due June 15.<br />
<br />
Brown's announcement doubled as a sales pitch for tax hikes that he hopes voters approve at the ballot box in November. He said budget cuts, primarily to public education, would be even worse without increasing the sales tax a quarter-cent for four years and raising levies on incomes of $250,000 or more by 1 to 3 percentage points for seven years.<br />

&quot;We can't fill a hole of this magnitude with cuts alone without doing severe damage to our schools,&quot; Brown says. &quot;That's why I'm bypassing the gridlock and asking you, the people of California, to approve a plan that avoids cuts to schools and public safety.&quot;<br />
<br />
Jack Pitney, a political science professor at Claremont McKenna College, said the bad news about the deficit could complicate Brown's push for higher taxes. He said voters may think, &quot;You can't even handle the money we've already sent you. Why should we send you more?&quot;<br />
<br />
Assembly Speaker John A. Pérez (D-Los Angeles) said severe spending reductions in previous years have left few places for lawmakers to make more cuts, meaning higher taxes are needed to close the larger-than-expected deficit.<br />
<br />
&quot;The size of the deficit and the dwindling of options after years of severe budget cuts also show that our state absolutely needs voters to pair cuts with revenues,&quot; he said in a statement.<br />
Republicans blamed Democrats for predicting a $4-billion windfall in the current budget, which never materialized.<br />
<br />
&quot;The imaginary money the majority party counted on in last year's sham of a budget never materialized, and they have refused to cut big government,&quot; Assembly Republican Leader Connie Conway of Tulare said in a statement.<br />
Senate Republican Leader Bob Huff of Diamond Bar said Democratic lawmakers should have reduced spending on welfare and other social services in March, as Brown requested. Democrats had hoped a rebounding economy would negate the need to puncture more holes in the state's social safety net.<br />
<br />
&quot;By not enacting those cuts then, we can't make them up now,&quot; Huff said.<br />
Senate President Pro Tem Darrell Steinberg (D-Sacramento) said he didn't regret holding off on budget cuts earlier this year, even if it cost the state hundreds of millions of dollars.<br />
&quot;The cuts that are a matter of life and death we should avoid at all cost,&quot; he said. &quot;And we should try to spread out the impact as widely as possible.&quot;<br />
California's budget deficit peaked at $42 billion in 2009, after the onset of the global financial crisis. The Legislature approved tax increases lasting for two years, but voters later rejected a proposal to keep those taxes on the books through 2014.<br />
<br />
When he took office last year, Brown wanted to ask voters once again to extend the Schwarzenegger-era tax hikes. But Republicans blocked his effort to place the issue on the ballot in a special election last spring. Those levies, and other tax changes proposed by Brown, would have been worth $12 billion in the current budget year, according to the Department of Finance.<br />
Last year's budget gap was $26 billion, $10 billion larger than the deficit Brown said the state now faces.<br />

&quot;Every year we use these temporary solutions,&quot; said Christopher Thornberg, founding partner of Beacon Economics, which consults for the controller's office. &quot;And of course, the next year revenues don't come back again, and we're back where we started from.&quot;<br />
