Yeah, I guess crime really does pay

RICHMOND, Calif. -- Richmond police say they have hit a roadblock in their investigation of a gang-related brawl at City Hall that left at least one person bloodied.

The fight occurred on Friday afternoon in the break room of the Office of Neighborhood Safety when members of rival gangs showed up to collect pay checks for their participation in a city-administered training program.

The roughly ten people involved were gone by the time police arrived.

But police say they are having trouble identifying the suspects because employees with the Office of Neighborhood Safety are not cooperating with the investigation.

The ONS focuses on preventing youth violence through mentoring and other programs.

Charles Muhammad, an employee with the ONS, tells the Oakland Tribune (http://bit.ly/q8xEfd) that the office could jeopardize its trustworthiness if it begins reporting people to police
