The IRS collects an annual tax on commercial motor vehicles that operate at or over 55,000 pounds combined gross vehicle weight. Congress has extended the tax, and the IRS has issued a temporary regulation that postpones the due date to file the Form 2290 until September 30, 2012.
The DMV accepts the immediately preceding year’s FHVUT proof of payment through September of each year. This year due to the IRS extension of the filing period, DMV will accept the preceding year’s FHVUT proof through November 30, 2011.

New Information
Congress has extended collection of the Federal Heavy Vehicle Use Tax (FHVUT) through September 30, 2012. In addition, taxpayers must file a Heavy Highway Use Tax (Form 2290), Schedule 1, with the Internal Revenue Service (IRS) by November 30, 2011, for the full year on vehicles first used in July, August, or September 2011.

Now this begs the question:
Do mexcian trucks have to pay this too? It doesn't look like it at this point. I've asked for clarification from the IRS
